The funding I received from Wingate (2000-2001) allowed me to complete my doctorate in International Relations at the University of Oxford. The subject of my doctoral thesis, which I completed in December 2002, is the impact of international organizations on Estonia’s minority policy between 1991 and 2000. Following my doctorate, I remained at the University of Oxford as a Junior Research Fellow in Politics and later as a Politics Lecturer until February 2005. In March 2005 I moved to Strasbourg, France, to work for the Council of Europe’s Secretariat of the Framework Convention for the Protection of National Minorities. From August 2007, I shall be working as Head of Research at Policy Network, a public policy think tank which aims to provide new thinking in such policy areas as immigration and social integration.
